The actuator has an actuator housing, a motor, a transmission, a first cam, a second cam, and a first bias spring. The motor is connected to the actuator housing and includes the motor output member. The transmission has a transmission input component driven by a motor output member and a transmission output member. The first cam is housed in the actuator shell and is connected to the transmission output member to rotate with it. The first cam has the first set of cam features set around the first ring surface. The second cam has a cam body received in the first cam, and the second set of cam features set around the second ring surface. The second sets of cam features are adjacent to the first group of cam features. The first cam rotates to the first position relative to the second cam, so that the first set of cam features are directed to the second group of cam features, so that the second cam is positioned in the extended position relative to the first cam. The first cam rotates to the second position relative to the second cam, so that the first set of cam features are directed to the second group of cam features, so that the second cam is positioned in the recoverable position relative to the first cam. The first bias spring is set between the first cam and the second cam, and the second cam is biased toward the retracting position. The rotating connector has a first connection member, a second connection member and a second bias spring. The first connection member is rotatable and can be axially slidably received in the second cam.
