一种固体燃气发生剂及其制备方法，包含聚醚粘合剂：12％～23％，固化剂：1.2％～3.6％，氧化剂50％～80％，增塑剂0％～5％，降温剂0％～30％，燃烧调节剂0％～5％，其它类添加剂0％～2％。其中聚醚粘合剂为环氧乙烷四氢呋喃共聚醚、环氧丙烷四氢呋喃共聚醚的一种或一种以上的组合，固化剂为甲苯二异氰酸酯、异佛尔酮二异氰酸酯、多官能能度脂肪族二异氰酸酯中的一种或一种以上的组合，增塑剂为癸二酸二辛酯、乙酰柠檬酸三乙酯、甘油三碳酸三乙酯中的一种或一种以上的组合。本发明专利技术为具有负压强指数的固体燃气发生剂，压强指数为0~-0.30，为轻型动能拦截器(KKV)姿控、轨控动力系统提供动力源。
