The embodiment of the present invention provides a message feedback method and device based on HARQ. The method includes: the terminal receives the data packet sent by the base station in the first downlink subframe of the carrier aggregation group, in which the carrier aggregation group includes the first carrier and the second carrier; the first timing is determined according to the up-down ratio of the first carrier and the up-down ratio of the second carrier, and the first timing is in accordance with the first timing. A first upstream subframe is determined in a subframe of a carrier, or a first upstream subframe is determined in a subframe of a second carrier, and a feedback message is sent to the base station on the first upstream subframe. The timing is determined according to the upstream and downstream ratio of the whole carrier aggregation, and the sub-frame of the feedback message is determined. That is to say, a message feedback method suitable for the carrier aggregation is provided to ensure that the packets received on the downstream sub-frame have corresponding upstream sub-frames for feedback, so as to avoid waste of resources as far as possible.
