一种管材切割设备包括切割装置(1)和热缩膜剥离装置(2)，所述切割装置(1)用于对包裹有热塑膜(10)的、层叠设置的至少两根管材(11)进行分段得到多层管材段，所述热缩膜剥离装置(2)包括振动盘(21)、物料输送管道(22)、夹持机构(23)和热缩膜切割机构(24)，用于自动切割所述多层管材段的所述热塑膜(10)；一种切割方法包括将至少两根管材(11)层叠后通过热缩膜(10)进行包装，将通过热缩膜(10)包装后的至少两根管材(11)进行分段得到多层管材段，切割多层管材段的热塑膜(10)得到分段后的若干管材。所述切割方法可避免在切割过程中管材的外表面被刮花，同时也提高了管材的切割效率。
