The present invention provides an energy-saving management method and system. It involves wireless communication, and solves the problem of energy saving management mechanism without base station. The method comprises: NMS sends commands to the EMS administration of energy conservation, the energy conservation management command carries such combination information, according to the EMS instructions to manage such combination of the energy saving combined information; the EMS according to the energy management command, for the management of such combination. The technical proposal provided by the invention is applicable to the wireless communication network.
