The present invention relates to an image de-noising method of transmission line intelligent monitoring system, which is mainly used for image filtering of video monitoring system of the noise, and solve the problem of image contrast and edge drop in the fog, dust and other adverse weather conditions. The image denoising method uses an anisotropic filter to smooth the image to estimate the noise energy of each pixel of the image, i.e., to compute a filtered residual function. Then, the residual function in the neighborhood of pixels is taken as the image context feature. Through a vector quantizer, a dynamic programming algorithm is used to quantify the corresponding vector of each pixel to 32 different levels. Finally, all the pixels in each level are analyzed by regression analysis, and the filters with different parameters are constructed to realize the enhancement of the image.
