本发明专利技术实施例涉及一种调整AMR速率的方法、基站控制器和基站,所述方法包括:若呼叫两端小区的编码模式激活集ACS不满足建立免汇编操作TFO时,则对所述ACS中的各自适应编码AMR速率及AMR速率间的门限值进行调整;将调整后的AMR速率集和AMR速率间的门限值通过基站发送给用户设备;在接收到所述用户设备的应答后,根据调整后的AMR速率集建立TFO,并根据调整后的AMR速率间的门限值进行AMR速率调整。本发明专利技术实施例以解决在对ACS中各AMR速率集优化调整的同时,对该AMR速率间的门限值也进行调整,以提高通信质量。
