本发明专利技术实施例涉及一种调整AMR速率的方法、基站控制器和基站，所述方法包括：若呼叫两端小区的编码模式激活集ACS不满足建立免汇编操作TFO时，则对所述ACS中的各自适应编码AMR速率及AMR速率间的门限值进行调整；将调整后的AMR速率集和AMR速率间的门限值通过基站发送给用户设备；在接收到所述用户设备的应答后，根据调整后的AMR速率集建立TFO，并根据调整后的AMR速率间的门限值进行AMR速率调整。本发明专利技术实施例以解决在对ACS中各AMR速率集优化调整的同时，对该AMR速率间的门限值也进行调整，以提高通信质量。
