The embodiment of this application provides a network congestion control method, equipment and system to dynamically control the user's residence or switching according to the user type, service type and user location, so as to achieve the purpose of congestion control. Network equipment can dynamically configure RFSP grouping of users according to user-side congestion information of access network. It does not need to modify UE signature information. Different network/band/cell is selected for resident or handover control according to user type and service type. By identifying cell location, users are guided to select frequency, so as to achieve the purpose of congestion control.
