The invention discloses a method for restraining algae by hydrodynamic force on stagnant water surface and a device for implementing the method. The method comprises the following steps: 1. fixing a fixing bracket on the water bottom and fixing the bracket extending out of the water surface; 2. installing a driving device on the beam plate at the upper end of the fixing bracket, connecting the driving device with a vibrator, and inserting the vibrator into the water surface; 3. Driving device is driven by power source. Driving device drives vibrator to vibrate up and down, and produces continuous water wave on stagnant water surface. The device comprises a fixed bracket (7), an energy device (3) and a driving device (4) are fixed on a beam plate of the fixed bracket (7), an energy device (3) electrically connected driving device (4), a driving device (4) connected with an eccentric wheel (5), an eccentric wheel (5) connected with one end of a connecting rod (2), and a connecting rod (2) with a vibrating plate (1) in addition. One end extends below the surface of the water. The invention has the advantages that the continuous fluctuation of the large water surface is realized, the growth of algae is inhibited, and the energy consumption is reduced.
