1211灭火剂是一种低沸点的液化气体，具有灭火效率高、毒性低、腐蚀性小、久储不变质、灭火后不留痕迹、不污染被保护物、绝缘性能好等优点。它在常温常压下是气体，沸点是－4℃。灭火剂在钢瓶中处于受压液化状态。从钢瓶里喷出的灭火剂是细小液滴和蒸气的混合物。灭火剂跟燃烧物接触时受热而产生溴离子，它跟燃烧物产生的氢自由基化合，使燃烧的链反应迅速中止，把火扑灭。1211的抑爆峰值小，可燃性气体中混有6～7％体积的1211，燃烧就停止。它特别适用于扑灭油类、有机溶剂、高压电气设备和精密仪器等火灾。它的灭火效率高于二氧化碳4倍多，且灭火后不留痕迹。但由于该灭火剂对臭氧层破坏力强，我国已于2005年停止生产1211灭火剂。目前，国内积压了一部分1211灭火剂无法处理。本项目针对目前国内1211灭火剂剩余量与低沸点可燃液体(环氧丙烷、凝析油、拔头油等)火灾灭火技术的难题，对1211泡沫灭火技术进行研究，开发1211泡沫灭火系统。
