VoLTE通信方法、设备以及系统技术方案

本申请公开了一种VoLTE通信方法、设备和系统。其中，所述方法包括：终端与LTE基站建立会话发起协议信令流程，其中，LTE基站为终端当前接入的LTE基站；禁止终端向LTE基站上发测量报告；确定终端取得了专属承载或进入了单射频语音呼叫连续性；取消禁止终端向LTE基站上发测量报告。上述方法能够避免在会话发起协议信令流程期间，由于终端上报测量报告而导致LTE基站通过小区重定向或者小区切换的方式将终端从LTE网络直接切换到2G/3G网络，导致会话发起协议信令流程被中断，进而导致呼叫失败。
