The invention provides a method and a device for determining the priority of terminal scheduling. The present invention in business process scheduling considering the residual activation time of the terminal, the terminal activation time increases the likelihood of remaining smaller is scheduled to reduce the possibility of the terminal, because of not being scheduled to enter sleep state. Because of the invention to a certain extent, the remaining priority scheduling terminal activation time is small, reduce the probability of the terminal into a sleep state, thereby reducing the packet delay sensitive traffic caused by exceeding the maximum delay constrained rate, improve the efficiency of power system.
