The OLT includes a detection module for detecting the bit error rate of the uplink in real time; a configuration module for configuring an uplink forward error correction process according to whether the bit error rate is up to a predetermined condition. The invention can realize the real-time dynamic configuration of the uplink FEC function of the ONU, and can improve the utilization ratio of uplink bandwidth to the maximum extent.
