The access network device sends a paging message for the paging terminal, the first access network device receives the first instruction information from the second access network device, and the first instruction information is used to instruct the terminal to access the second access network device. In the embodiment of the present invention, the first access network device sends a paging message to the second access network device after receiving the signaling of the terminal sent by the core network device. When receiving the first indication message sent by the second access network device, the first access network device can know that the terminal has access to the second access network device, so as to carry out reasonable follow-up processing.
