本申请实施例提供了一种通信方法和设备，可以使得终端设备的发射功率得到合理分配。该方法包括：在时间单元内的第一时间段可用于发送第一信道或信号的发射功率小于该第一信道或信号的目标发射功率时，该终端设备确定是否能够利用小于该目标发射功率的功率在该第一时间段内发送该第一信道或信号，其中，在该时间单元内，在该第一时间段内可用于发送该第一信道或信号的发射功率不同于其他至少一个时间段内可用于发送该第一信道或信号的功率；在确定能够利用小于该目标发射功率的功率在该第一时间段内发送该第一信道或信号时，根据在该第一时间段内可用于发送该第一信道或信号的发射功率，该终端设备发送该第一信道或信号。
