A composite foam core sandwich panel structure of a universal aircraft rudder is composed of an upper wall panel and a lower wall panel made of composite materials, and the upper and the lower panels are solidified integrally by the external panel, the inner panel and the rigid foam core. The rigid foam core is positioned between the outer panel and the inner panel at the rear part of the upper and the lower wall panels, so that the outer panel of the upper and lower panels is smoothed, and the inner panel is smooth. The first connecting arc corresponds to the second connecting arc. The inner panel at the tail edge of the lower panel forms the second connecting arc. The inner panel at the tail edge of the lower panel forms the second overlapping surface. The upper panel and the lower panel are pre-formed separately, and then the upper panel and the lower panel are combined. The first connecting arc is connected with the second one. The front edge of the rudder is bonded by arc glue, the first overlap surface of the tail edge of the upper panel and the second overlap surface of the tail edge of the lower panel are bonded, and the tail ends of the upper panel and the lower panel are coated and solidified by composite tail cladding to form the rear edge of the rudder.
