The embodiment of the present invention provides a method of scanning beam. The method includes sending a first indication information to the network device when the terminal device rotates, which is used to indicate the grade identification of the rotation behavior, receiving a response message of the first indication message sent by the network device, and the response message includes the indication information of the time-frequency resource. According to the indication information of the time-frequency resource, a signal is transmitted to the network device through at least one candidate beam on the time-frequency resource, in which the at least one candidate beam is part of the configured beam of the terminal device. The scanning beam method according to the embodiment of the present invention can make the network equipment only need to scan part of the configuration beam of the terminal equipment by rotating parameters when the terminal device transmits rotation behavior, and then determine the first beam with the strongest signal gain, thus effectively reducing the occupancy rate of time-frequency resources.
