The invention first heates and stirs chitosan and sodium periodate, then concentrates, dries and grinds them to obtain modified chitosan powder; then mixes polyvinyl alcohol, modified chitosan powder, polyethylene glycol, aluminium glycol salt and dimethyl sulfoxide, then stirs at constant temperature, and static defoaming to obtain film-forming liquid; after coating the film-forming liquid on the glass plate, it is immersed in zinc sulfate water bath to precipitate into a film and uncover the film; The cross-linking membranes were obtained by washing the membranes with water and immersing them in ethanol solution of terephthalaldehyde. The cross-linking membranes were prepared by ultrasonic reaction at constant temperature. After washing the cross-linking membranes with water, the membranes were freeze-dried to constant weight in vacuum, and the halogen-free flame-retardant polyvinyl alcohol films were obtained.
