本发明专利技术实施例公开了一种用户终端的管理方法及相关设备，其中，该方法可以包括：MME在接收到用于请求使UE进入目标状态的第一请求消息后，可以发起第一过程以使该UE进入目标状态。在目标状态下，UE与源基站之间存在RRC连接，但不存在DRB，源基站与服务网关之间也不存在该UE的S1‑U承载。这样既可以满足UE在进行V2X业务时需要处于RRC连接态的需求，而在UE的服务基站发生变化的情况下，源基站与目标基站之间只需要传递该UE的上下文，不需要重新建立DRB，也不需要SGW修改该UE的S1‑U承载，从而可以减少处于ECM连接态的UE在切换过程中网络侧的信令负荷。
