应急通信通常由两部分组成，应急现场指挥所与后方应急指挥中心的通信和与灾害现场的应急指挥调度通信。后方指挥中心与应急现场通常依托卫星通信网络，应急现场采用卫星通信车；灾害现场往往有多人在一个广域范围内(如方圆10km)组织抢修、营救等，因此，现场指挥通信需要依靠广域的移动无线通信网络，建立移动或者可搬移指挥通信分系统。传统的应急指挥通信主要是基于公众移动网络、常规对讲机或传统数字集群三种方式。基于公众手机移动网络的方式不支持群组呼叫，无法形成群组团队协同工作，并且呼叫无优先权限，当被呼用户处于通话中只能等待，可能延误沟通最佳时机；基于常规对讲机的方式无法实现广域通信，通信距离有限，不支持与有线电话或卫星通信互连，无法实现远距离通信；而传统数字集群通信系统包括基站、控制器等大型设备，这类设备体积大、重量大，搬运和运输非常不方便；传统数字集群采用数字中继方式通信，组网不够灵活。
