The present invention provides a system, method and apparatus for non optimal handoff for wireless communications. For example, the present invention can be applied to enhance the non optimal handoff of a long term evolution (LTE) network to an evolved high speed packet data (eHRPD) network. The invention also relates to a system, a method and a device for reducing the gap between the LTE wireless access network and the switching period of the eHRPD network. In one aspect, a method is provided for transmitting information associated with a handover of a wireless device from a source network to a target network. The method comprises the following steps: when the data is inactive, the first network is attached to the first network and a context is created for the first network. The first network is a non preferred network compared with the second network. The method further includes connecting to the second network based on the context created by the first network and maintaining at least a portion of the context for the first network.
