The hydraulic cylinder comprises a push rod, a piston and a cavity. The outlet of the self-priming pump is placed into a liquid container through a connecting pipe, and the inlet of the self-priming pump is connected with a liquid outlet pipe on the side of the cavity. The side inlet pipe is connected with the outlet pipe at the end of the chamber, and the pre-wetted filter has air tightness. The negative pressure generated by the self-priming pump injects into the chamber through the side inlet pipe of the chamber. The liquid moves in a whirlpool in the chamber, enters the self-priming pump through the side outlet pipe of the chamber, and flows back to the liquid holding capacity through the self-priming pump. The piston is pushed to make the liquid in the chamber pass through the filter to the sample tube to complete the quantitative sampling and filtering. The sampling and filtering device of the invention has simple structure, and can realize automatic cleaning, timing and quantitative sampling of the device by combining the driving mechanism, collecting device and automatic control device. The liquid sample taken has good representativeness, and provides continuous sampling and filtering function to meet the needs for the analysis of scientific research process.
