A method of service indication by base station, a method of service discovery by user equipment in dormant state, a base station and user equipment are disclosed. The method of service indication by the base station includes: detecting the upcoming service; generating service indication information when the upcoming service is detected, which includes at least a portion of bits in the upcoming service identification or temporary mobile group identification; and transmitting the service indication information to the user equipment in a multicast or broadcasting manner. The data amount of the service indication information is less than the data amount of the single cell multicast control channel information.
