The present application discloses a hybrid automatic retransmission request feedback method and device for downlink data. The method includes: receiving downlink data from a base station, sending a hybrid automatic retransmission request HARQ feedback codebook to the base station, wherein the size of the HARQ feedback codebook is based on the first indication of the downlink data. The value of the first indicator is used to represent a service cell with a downlink shared channel PDSCH transmission within a subframe and a total number of service areas containing a physical downlink control channel PDCCH for indicating a downlink semi continuous scheduling SPS release or an enhanced physical downlink control channel EPDCCH, or, for representing at least one of the service areas. Within a subframe, the current subframe contains the total number of PDSCH transmission or the number of service cells and subframe pairs that are used to indicate the PDCCH or EPDCCH release of the downlink SPS; the HARQ feedback codebook includes HARQ bits without a PDSCH transmission corresponding to PDCCH or EPDCCH. Using this application example, the scope of application of the HARQ codebook can be improved.
