随着社会发展，人们对烟支环保有了更高要求。水松纸是一种用作香烟过滤嘴外包装的材料，其裹绕在过滤嘴外周，水松纸裹绕过滤嘴棒一般通过搓接的方式实现。水松纸在裹绕到过滤嘴棒上之前需要涂上胶水，以便于过滤嘴与水松纸的粘接。由于水松纸表面非常光滑，加上对胶水的粘接性较差，因此，在涂胶前需对水松纸的上胶面进行拉毛处理，并提高水松纸的平整度及均匀度，达到充分上胶的目的。目前烟草机械对水松纸的拉毛处理，一般只经过一次刮纸装置，即水松纸在各引纸辊驱动下，经过两个引纸辊之间的刮纸装置时，水松纸在一定张力下，通过拉毛块的棱边实现拉毛。然而，只经过一次刮纸的水松纸拉毛质量参差不齐，导致水松纸上胶效果不理想，影响搓接质量，造成烟支出现漏气、泡皱及错牙等现象，这种上胶效果不能满足客户要求。另一方面这种刮纸装置中拉毛块固定在支架中，拉毛块的棱边对水松纸的角度不可调，对水松纸进行拉毛的强度不可调也是一个缺点。
