本发明专利技术实施例公开了一种用户设备、接入网设备及上行控制信息的发送和接收方法。该发送方法包括：用户设备UE确定主载波和辅载波组，所述辅载波组中包括至少一个辅载波，所述至少一个辅载波中包括至少一个物理上行控制信道PUCCH辅载波，所述主载波和所述PUCCH辅载波被配置为能够同时传输PUCCH；所述UE确定所述主载波上和所述PUCCH辅载波上的反馈信息和调度请求SR在上行子帧中的发送配置，其中，所述反馈信息为确认或非确认ACK/NACK；所述UE根据所述发送配置，在所述上行子帧中发送PUCCH。通过上述方法，当UE被配置了双PUCCH模式时，能够实现SR在双PUCCH模式下与ACK/NACK联合传输。
