一种图像编码方法、装置以及图像处理设备。所述图像编码方法包括：对待编码图像区域中各像素确定采用调色板模式还是非调色板模式；确定所述待编码图像区域对应的调色板；其中调色板中第一部分的每一项具有多个分量，第二部分的每一项具有亮度分量；为采用调色板模式的像素确定对应的像素索引；为采用非调色板模式的像素确定对应的编码信息；以及对调色板，像素索引以及编码信息进行比特流编码。由此，不仅可以对非4:4:4信号格式的图像应用基于调色板的编码，而且可以进一步提高压缩比来减少编码的比特代价。
