A downlink control information monitoring method, terminal and base station are applied in the field of communication technology to solve the technical problems of low service efficiency caused by the short activation period configuration in the fixed configuration of discontinuous receiving period in the prior art, and excessive service power consumption caused by the too short configuration of activation period. The method includes: the terminal monitors downlink control information in the first time resource unit interval according to the first rule; the terminal monitors downlink control information in the second time resource unit interval according to the second rule; the first time resource unit interval is different from the second time resource unit interval, and the first rule is different from the second rule. Compared with the existing DRX technology of LTE, if the activation period of DRX is the same, the application can reduce the frequency of downlink control information monitored by the terminal and reduce the energy consumption of the terminal. If the monitoring times are the same, this application can extend the duration of DRX activation period and make the scheduling more flexible.
