This application provides a data transmission method, a terminal device and a network device, which includes: a terminal device determines reference information; the terminal device transmits a second channel state information CSI based on the comparison results of the reference information and the state parameters, in which the second CSI includes all the parameters in the first CSI or some of the parameters in the first CSI.
