The method includes: the terminal device determines interference measurement resources, which are control channel resources for interference measurement in the RLM measurement process; and the terminal device performs the interference measurement in the interference measurement resources. Therefore, by setting up dedicated control channel resources for interference measurement, the terminal equipment can acquire interference measurement resources and accurately acquire the interference and noise parts needed in RLM measurement.
