An optical communication device, an optical communication system and corresponding information transmission and identification methods are provided. The optical communication device includes: a plurality of signal units, each of which can emit light for representing different information; one or more dynamic scintillation positioning marks, whose attributes of light emitted at work change; and one or more static positioning marks, which present a fixed optical mode at work; and the one or more dynamic scintillation positioning marks. The identification and one or more static positioning identifiers are used to help determine the positions of the plurality of signal units.
