A method, base station and user equipment for indicating and determining the parameter values of LBT parameters before dialog are provided. The method includes: determining the parameter values of LBT parameters, which include the type of LBT, the priority of LBT, and the starting position of PUSCH of physical upstream shared channel; and accurately, based on a subset of the complete set formed by the combination of possible parameter values of each LBT parameter. An index is designated for joint indication of the LBT parameters; downlink control information containing the index is generated; and the downlink control information is transmitted to the user equipment.
