The method includes: a terminal sends a request to a server for acquiring data service; the terminal receives service information returned by the server for the data service assigned to the end user; and the terminal in a trusted execution environment according to the service information of the data service and the use of the data service by the end user. The end user is billed. The scheme can realize credible monitoring and control of the user's use of the data service locally at the terminal, avoid frequent interaction between the terminal and the mobile virtual operator, and reduce the load of the service platform of the mobile virtual operator.
